Each year the smaller authorities Annual Governance and Accountability Return (AGAR) needs to be reviewed by an appointed External Auditor. For Hertsmere this is PFK Littlejohn LLP.
Notice:
The smaller authority must inform the electorate of a single period of 30 working days during which public rights may be exercised. The period must be exactly 30 working days, we can’t set public rights dates that cover a longer period. This information must be published at least the day before
the inspection period commences; For the next set of accounts
The smaller authority must inform the electorate of a single period of 30 working days during which public rights may be exercised. The period must be exactly 30 working days, we can’t set public rights dates that cover a longer period. The previous years notice we failed as we made the accounts available for public inspection for too long (thinking this was a good thing!).
- The inspection period must include the first 10 working days of July 2027, i.e. 1 to 14 July inclusive. Inpractice this means that public rights may be exercised:
o at the earliest, between Thursday 3 June and Wednesday 14 July 2027; and
o at the latest, between Thursday 1 July and Wednesday 11 August 2027.
EXACT DATES FOR 2026/27 WILL BE PUBLISHED CLOSER TO THE TIME.

Bookkeeping: We have now moved to using Xero Accounting Software which takes a direct feed from our 3 Bank Accounts, which means there is very little chance of manual entry errors. However our accounts still need to go through two audit processes, one ‘internal’ with a local accountancy firm, and then the external auditor as above. For the internal review our accounts have been reviewed by Mr Pat Sharma, Director of Brayan & Spencer Associates now and are now available for public inspection:
South Mimms & Ridge Parish Council – Hertfordshire
